On November 5, 15MCC convened a Regionalization Strategy Promotion Meeting and Organizational Integration Conference for First Company and Wuhan Company in Huangshi. Liang Lei, Party Secretary and Chairman of the Board, attended and addressed the meeting in person. Tian Qunli, Member of the Party Committee and Secretary of the Commission for Discipline Inspection, presided over the proceedings. Other members of the leadership team participated via video link from Wuhan.

The meeting emphasized that convening this conference during the critical period of thoroughly studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and comprehensively planning the 15th Five-Year Plan development blueprint represents not only organizational integration but also a reform and restructuring initiative undertaken by the company to achieve high-quality development in response to profound industry changes.

The meeting stressed the need to thoroughly implement the development strategy of “rooting in nonferrous metals while transcending them.” Efforts should focus on “strengthening core businesses, specializing in distinctive operations, refining local services, expanding overseas ventures, and optimizing investment activities.” This will establish a management framework characterized by “a robust headquarters, specialized expertise, optimized regional operations, and meticulous project execution,” alongside a service architecture combining “regionalized deployment, specialized development, and coordinated advancement.” This organizational integration represents a crucial step in advancing regionalized deployment and optimizing resource allocation. Post-integration, First Company (Wuhan Company) must leverage its strengths to clarify development positioning, rigorously control market development entry points, enhance project execution capabilities, build specialized teams, and achieve high-quality development.

The meeting required all cadres and employees to unify thinking, deepen understanding, and fully grasp the background and necessity of the integration. It called for strengthened organization and maintained stability to ensure smooth handover of all tasks. Strict standards and discipline must be upheld to set an example in maintaining stability and advancing reforms. Focus must remain on targets with full commitment to complete annual tasks, demonstrating the integration's effectiveness through tangible results.

During the meeting, relevant headquarters departments interpreted the “Organizational Restructuring Plan for First Company and Wuhan Company” and the “Personnel Deployment Plan for First Company (Wuhan Company)”, while announcing the appointment documents for the new leadership team. Members of the new leadership team delivered policy speeches focusing on post-integration development strategies, key priorities, and coordination mechanisms. Attendees evaluated these speeches.

The meeting was conducted via a hybrid “on-site + video” format. Participants included heads of relevant headquarters departments, all employees from the headquarters of Company One and Wuhan Company, project leadership teams, and principal leaders of subordinate units.
